There is a lot of good Point and Shoot cameras out there. Is there a price range bracket he wants to stay in? I know a few Nikon and Canon cameras that can range between roughly for a hundred bucks and on up. But he may want to check into a Sony Cybershot that has a F1.8 and ISO up to 3200 I believe, but I know it does cost more around the 4 and 5 hundred bracket. If you want to look at some try Roberts Camera Online and look at some of there point and shoot cameras and compare prices with ebay or amazon I have seen a few cameras for around 60-100 that would probably suit his needs. Not much help I'm sure but figure I'd pitch in some info for you.
He might also check some factory refurbs at Canon and others. I once got the Canon PowerShot A1400, 16 MP, for under $100, refurbed by Canon. Some spurn refurbs, but those done at the factory mean the camera conforms to factory specifications.
There are Point and Shoot and there are compact cameras.
Panasonic LUMIX cannot be beat. My wife used one and the photos are incredible
Panasonic LUMIX great cameras I have 2 an older one I take on fishing trips and a new one for holidays etc. The new one is 18mp.30 x zoom. Gps. And most important it has a viewfinder only electronic but very helpful when the sun wipes out the led screen.have a look ,mine is DMC-TZ 60 they have since bought out a TZ 70 and properly updating again.while you are reading this😀 But have a look .

This is a very good suggestion, I have an old TZ10 and the newer TZ70. The later model has more zoom but the image quality is very high on both.
I would recommend you look at this range of Panasonic TZ cameras.
I agree on getting one with a viewfinder. That's hard to find. The price point used to be $350 for latest model and you could save by getting on older model which would likely be just fine for PnS purposes. I have a Poweshot ELPH that's several years old but has served me very well.
I would suggest looking at the Canon G9X.
