For computer use -
GIMP is a free of charge equivalent to PS. Download at gimp.org

I'm not sure your point, but if you sign up for the $10 plan, there are extra benefits ranging from the option of a personalized photo website and links between your computer and phone/tablet. For example, I can take a photo when I'm out with my phone and it will be on my computer, in Lightroom, when I get home.
Note that I'm in the group of several million that actually like Adobe and their $10 per month plan!
