Multiple locks are often used on gates to things like hunting leases.
Each lease holder gets their own lock and key.
That way the lock can be removed if they give up their lease without having to issue new keys to everyone else like you would with only one lock.

I'm not sure why I knew this since I'm not a hunter and have never used any location that had this lock system
I guess if you live long enough you pick up all all sorts of miscellaneous information.
