Shot in RAW +JPEG - used Elements 13 to process RAW- click "Done", exit Elements, then go back and Picture is "blank"- has anyone experienced this situation? Any Suggestions?

Your download appears to be just a xmp file with no image.

When you open a raw file in Elements it opens in Camera raw. When you have finished developing the image, are their not buttons such as "Save Image" - "Open image/object" as well as "Done"?

Click on the "Open Image" button and the photo will open in the Editor, from there you can save a jpeg, tiff or psd file.

If you click "Done, the xmp file will record your edits, but the raw file will not be changed and Camera raw is closed - empty. To see your Camera Raw edits, just open the raw file again, ACR will read the info from the xmp file and will display those edits. Click "Open image" to make use of the edits.

Ref Linary's thorough response, here is a screen print of ACR in Elements 13. Note on lower right, the "open image" will take your edited raw into the main part of Elements for further work.

Re the xmp file you posted:
