About a block up the street is a 35-40 foot tree with enough blooms on it
to stock the rose parade even though everything else is bare
but the rat fink neighbor won't let me in the yard to shoot it

I agree with you, he is a rat-fink. Some of his relatives must live in NC ....... I was shooting someone's daffodils and a lady came running out of the house asking me just what did I think I was doing?

I think the word that you want is "precedes", meaning comes before.

curbside flower beds are common in my neighborhood.
Driving slowly around the neighborhood, shooting from the car,
capturing the latest colors, i had a dude chase me 2 blocks on foot.
He even photographed me, my camera, my car and license plate on his trusty cell phone
because i committed the heinous crime of shooting a flowering weed at his curb.

The world is inundated with flaky inhabitants. They must not be happy souls. In spite of your mean neighbor, you got a nice shot of his tree in bloom, oldtigger.

Hi oldtig! Word from the grapevine you been looking for m! If you need help with
your photography, shooting the tree isn't very effective. Maybe you could shoot
your neighbor before he shoots you?
