Help with PS

I am about to use PS for the first time. It appears than PS elements 15 would be appropriate for me. One version of it includes premiere. Is there any significant difference. It this a good place to begin?

Premiere is Adobes video tool. If you don't do video, you don't need it

PS Elements 15 is a great tool to begin with. It may be what you finish with too. It is full of both the easy and complex tools photographers need. The Photoshop CC program aimed at "pros" has some things you might need if you get a chance to publish in the National Geographic, but little else.

Premier Elements, as mentioned, is the video software component. It also expands the ability to do "slideshows" that you could put on YouTube or watch on your TV. I enjoy using it for family videos.
