Depends on the lens but generally on with monopod.
Nikon 200-500 also on with tripod.

Don't believe everything you read. Last sentence not true in my experience.
I tend to be a by the seat of the pants photographer and I have noticed that there have been times when I thought a photo should be crystal clear but it was a blurry as life viewed through the bottom of a mug of beer. I have in the past had VR enabled when I probably should not have. I am beginning to realize even though modern cameras have all of these fancy bells and whistles they, in many ways, make a camera more complicated to use than they simplify it. Thanks for the information.
It depends. In camera VR, or in each lens? Even lens to lens may differ from same maker.

In-lens stabilization:
Nikon VR.... tripod off, monopod on.
Canon IS... on all the time (except for a few lenses where it needs to be off when on a tripod).
Tamron VC... no idea, read the manual.
Sigma OS... no idea, read the manual.
Sony OSS... no idea, read the manual.
Note: "Tripod" assumes locked down solidly, no chance of movement. If using a gimbal mount or panning or any other "loose tripod" method, probably best to leave stabilization on.
In-camera stabilization:
Sony... no idea, read the manual.
Pentax... no idea, read the manual.
Olympus... no idea, read the manual.
Leica/Panasonic... no idea, read the manual.
