Good eye to pick that up. One guess about the significance would be an analogue of the bridges in France and Ljubljana on which lovers put padlocks, oftentimes with their initials and date etc. Apparently the locks on the bridge in France (Paris, I think) are being removed because of the tonnage of metal hanging off the cables. It isn't quite that severe in LJ where there are several thousand locks on the cables on both sides of the Butcher's Bridge in the heart of the city.
