Traveling with a group of street musicians and need a camera that can get good action shots and is fairly good in low light.
Don't need telescopic lens.

There are many. But Panasonic/Lumix would be a first choice, followed by Sony.

I still use a Sony RX100. Fits in my shirt pocket, shoots raw or jpg.

Your friend recommended a great camera in the $429 from B&H. Go for it. G9X Summary

The Canon G9X is the smallest 1-inch sensor camera to date. Slip it in a pocket and you can forget it's even there, but pull it out and you have the great image quality of a 1-inch sensor on tap. And getting images onto your phone couldn't be easier, thanks to the in-camera Wi-Fi wireless networking. Are there still some rough edges? Yes, but the G9X is a very compelling camera nonetheles
Pros

Smallest 1-inch sensor camera available; Slips in a pants pocket almost unnoticed; Bright lens at wide-angle; Great image quality; Swift 6.5 fps JPEG burst shooting; Intuitive touch-screen control; In-camera Wi-Fi gets images onto your phone easily

I've not researched the Canon mentioned in this thread, but gotta tellya (from experience): "Small", "pocketable", and "inexpensive" rarely come together in your "camera that can get good action shots and is fairly good in low light".

That is why the Sony RX100-series is so popular, regardless of expense ~ especially those with a brighter lens (for low light).

And, that is why some forgo the true pants-pocket cameras for an m43, such as the smaller Panasonics and Olympus ~ and just find another way to carry the larger camera.

The Panasonic TZ 30 that I had would take multi shots and stack for low light, amazing results. I see that the new TZ100 has larger and sensitive sensor... stacking?

I own the Lumix LX100. Takes great shots and fits in jacket pocket. Highly recommend it, but Sony probably very good too.

Canon G9X is a great camera and to help out with saving money, you can get this camera refurbished from Canon for $399 right now. Refurbs are cameras that have been returned for one reason or another but have been thoroughly re-conditioned by Canon's own technicians to good-as-new condition for resale and also includes a one-year warranty. You can't beat it. It comes in 2 color choices.
