There are many. But Panasonic/Lumix would be a first choice, followed by Sony.

I still use a Sony RX100. Fits in my shirt pocket, shoots raw or jpg.

I've not researched the Canon mentioned in this thread, but gotta tellya (from experience): "Small", "pocketable", and "inexpensive" rarely come together in your "camera that can get good action shots and is fairly good in low light".
That is why the Sony RX100-series is so popular, regardless of expense ~ especially those with a brighter lens (for low light).
And, that is why some forgo the true pants-pocket cameras for an m43, such as the smaller Panasonics and Olympus ~ and just find another way to carry the larger camera.

I own the Lumix LX100. Takes great shots and fits in jacket pocket. Highly recommend it, but Sony probably very good too.
