Definitely not. He needs to be in office and commit the high crimes or misdemeanors.
He can however be indicted or arrested prior to taking office but I don't think that would prevent him from being sworn in.

I agree. Paying for prostitutes to pee on a hotel bed in Moscow because President Obama once slept in it is not an impeachable offense. It is just the type of vile, utterly disgusting, perverted behavior that we have come to expect from the President-elect. So sad. Of course, if Barack Obama had been alleged to have done this, sixteen Congressional investigations would have been convened by the Republicans before you could say "Trump is a disgusting pig."
