Looks like a Mandevilla to me. Flowers heavily as long as the temps are moderate, with plentiful water and even just a little fertilizer. We've had two frosts here so far, and mine (pink and red) are still blooming.
Yes, it looks like one of the Mandevilla family or the Dipladenia family, they often resemble each other and both are available in plant nurseries here in California.
Since our cool season is starting most of the flowering plants should be putting out more blooms, including this one. I have two Dipladenia in my back yard and they are getting more blooms now. My Yellow "Butterfly" Hibiscus is also starting to put out blooms after going almost all summer with only two blooms since June.

If it has smaller, shiny leaves it is a dipledania.
