How to fix over exposed sky in Photoshop Elements 12

I was hoping someone could offer a link to a tutorial on YouTube on how to fix an over exposed sky in PS Elements 12 or how to fin in PS Elements.

I think if I wanted to avoid this problem I should of have used a graduated filter?

you have lost detail in multiple areas, not just the sky. no to a graduated filter, do it in post. learn to expose for the highlights, midtones and shadows and get the correct exposure. If the scene is outside of your cameras dynamic range to capture in 1 exposure, take multiple exposures and combine them to make your exposure.

You can replace the sky in PSE but not the loss of detail.
