Been using LR CC for last 2 years and have recently updated to the latest release.
When I tried to backup the catalog, am getting this unfriendly message
I tried again and even tried to choose a different backup folder nothing seems to work.
Plenty of space on the hard drive approx 1 GB.
Tried both external and internal drive, wont backup
Anyone having the same issues or can provide some assistance, would be appreciated. Thank you.

Did you mean 1GB or 1TB remaining space? 1GB isn't much (anymore).

Problem solved
Called Adobe and they fixed the issue

Because a computer can have many users with different permissions as long as you are the Administrator just hit enter and no problems

I agree Jerry. And my login rights are GOD!! lol but sometimes my computer argues with me too. I have even been known to reboot it occasionally to get it's attention.

Is it possible that you just have too many backup files? I go in every so often and delete the oldest ones--right now I have just 5 in the Backups folder.

That was the problem.
I cleared about 30 backup folders and it worked

I am fairly new to LR, where and what are "Backup Files ?
I thought that there are original and edited files.

When you make edits in LR, the edits are saved in the catalog. The original files are never changed. When you do a backup in LR, you are backing up the catalog. This does nothing to protect the original files - they have to be backed up separately by you.
The catalog backup files are called "Lightroom.lrcat"--you should be able to find them with a file search. You don't want to alter them, though. I'm not sure how many of them it is good to keep on file, but I usually keep the last few. Mine exist as single files in dated folders, which appears to be the way Lightroom® saves them. When I get rid of the older ones, I just delete the oldest dated folders.
The current catalog file is also named "Lightroom.lrcat" and will normally be located on the main drive along with all the rest of the Lightroom files. I have moved both the current catalog and the backups to the same hard drive that I keep my photos on, so that if I were to move that external drive to a different computer, a copy of Lightroom on that machine would be able to access the current catalog.
