I have listened to the comment about 6 times, cant't tell if she said are or aren't. But is sounds like she said "are".

This was on the news yesterday. What she actually said is we aren't ( are not) going to raise Taxes on the middle class. It was talking about how low Trump had sunk in his campaign and how no one would believe she said are going to raise taxes.
