If "lying to the American people" was grounds for impeachment we would never have a president. If the goal of the ACA was to provide cost-efficient care to the American people we would have a "Medicare-for-all" plan. I call the ACA the "Health Insurance Company Protection Act". It could not have passed if it did not have a LOT of built-in protection for the insurance companies. Premiums have gone up as requirements on what is covered have gone up - along with the 25% overhead for the insurance companies. It is a "good-news, bad-news" situation. I do not like paying $2,000 per month for my family's health insurance. I do like that my 21-year-old can be covered on my plan, and I like that my recent colonoscopy did not cost me a penny - that otherwise would have been about $6,000. I like that I can now go online and shop for my health insurance, even though I am not part of a large group. I still would prefer a Medicare-for-all system. Medicare has a minimal overhead and works to keep costs under control. The only problem is that congress, when it created the Medicare Part D drug plan, did not allow Medicare to negotiate drug prices. Other systems, such as the VA Health System, can negotiate for best prices on medications, hearing aids, etc. Is this important? Consider that the VA, which provides about one million hearing aids yearly, gets them for a little over $300 each!
