I'm not sure what to suggest for "what could have done to make it better". From the absence of other comments, I might not be alone.
The photo itself is very well done. The darkness reflects the scene very well. It is in focus. I have trouble imagining a better crop or angle for the shot. There is no compelling reason that I see to have the hands in any other place on the image. Technically it is well done (IMHO), and it reflects the emotion I thin you were trying to convey.
As for the contest, photos that reflect a lighter side of the subject matter tends to catch people's eyes.
I hope someone can do a better job with feedback on how to improve the image than I just did.

Yes Erdos .. I completely agree with you. I cannot think of anything that would make this shot better ... different maybe .. but not better. The photographer has used the light to highlight the subject very well. The perspective is very effective, creating a nice angle that tells the story of incarceration. It leaves out unnecessary distractions, yet includes just enough environment so that the viewer can use his imagination to create the rest of the scene. If the photographer had shot the whole scene, it would have been a snapshot of a man in jail. This is an image that has been created. Nicely done.
Your post processing of this B&W is beautiful. The contrasting textures between the hands, the cold bars and rough walls adds to the power of this image.
Personally I would have moved this up a couple places in the competition.

perspective, composition, the contrivance and marriage of tonal range and tonal spectrum are all subject to "Monday morning quarterbacking" ...but not at all to improvement . I've been back to marvel at this image several times before commenting - each time with a suggestion for possible improvement, but when faced again the image as posted my only wish might be for a time machine, that Albrecht Durer might have had the opportunity to have sketched these hands as here posed!
Alternate perspective could certainly provide other perceptive moods...for example an upward perspective on the hands from below might give a sense of a prayerful position...might have been given a try...but the odds of improvement over the present image ? Slim to less!

I really like the composition and processing. The only suggestion I would have is to make it a little (just a tad) brighter.
Not a subject I would have picked, and I'm not a big fan of B&W, except in rare instances, and this is one of them.
Really powerful picture. Couldn't see where you could have done any better than you did.
