A fun mystery!
One reminds me of Campfire Girls logo (and I think one of the words is camping); the other looks like a liberty bell.
Are the ones in rear soldiers? From which base/what's nearest town?

hubby said boyscouts but he never really looked. I thought they looked military in the rear too. The closest base I'm aware of is McGuire Air Force in Fort Dix NJ about 45 minutes from here
The white flag in the rear has a liberty bell which must link it to Philadelphia about a 40 minute drive south.

I may be mistaken but I believe you have a 48 star American flag and a 50 star American flag, too.

The white flag in the rear might be the unit flag of the guardsmen. The soldiers possibly Pennsylvania national guard.
