Googled it and haven't come up with anything. In manual mode auto iso works for a bit then freezes up. For example ss 1/500, f8 with the auto iso settings a minimum 1/30 ss and max iso 1600 it may freeze at too low a setting. Pan around at brighter stuff or darker scenes and the iso doesn't change at all- frozen! Thoughts? Thanks in advance Bob

There is one parameter you didn't mention, the minimum ISO.
If you were shooting with Auto ISO off, and set the ISO to 1600, and then later enable Auto ISO (with the maximum ISO set to 1600) the Auto ISO system is locked at 1600 and cannot go up or down.
If that is what you have happening, setting the minimum ISO to something like 100 will correct the problem.

Iso was set at 100. Bracketing was enabled. Turning it off solved the issue. Seems like a glitch in the software. Bob

Pg 133 of the manual is a bit vague but explains why it behaves this way in manual mode , auto iso.

So this was a bracketing issue?

Yes and it threw me off a bit. I rarely use bracketing but had been messing with it recently. It seems it selects the iso and locks (though it doesn't say it specifically) it until the series of shots is complete in manual mode.
From pg. 136 D7100 manual
"in mode M the camera will first use auto ISO sensitivity control to bring exposure as close as possible to the optimum and then bracket this exposure by varying shutter speed"
