I have a short bit of video (waves on a beach), which I'd like to make into a looping video or GIF file.
Does anyone know of an application which would analyze a video and recommend to best place to cut it so that it loops the most seamlessly??

There are several ways to do that using different software.

I saw a really good youtube video by Phlearn on making a GIF with photoshop. He (Aaron Nace) did the exact thing you are talking about with waves.
