While going through some old surplus lenses I picked up for a mock robotic project (years ago), I noticed a pair of these dual color filters on a pair of video lenses. One is R/Y, the other Y/G. I never used them (or even remember them), but I noticed they were 52mm. Nikon sized! They are very stiff, and quite dusty, but I managed to rotate the PL after some cleanup.
I'm assuming they are linear PL filters, and wouldn't allow a Nikon DSLR to focus properly.
I did manage to notice that the color changes as the PL is rotated. What/When are these filters used?

Those are colours commonly used with black and white film, and are often preferred when one does not wish to mount a polarizer over a contrast filter. There are also combination warming and cooling polarizers for colour film.
