Hi! I am wondering how to make this a striking photo.
I have used MacPhun noiseless, soft, on the second photo.
I'd love some ideas. I have few skills.

I'm afraid that there's not to much to work with.The focus is on the people in back of her. She is quite pixelated and out of focus.

Hi, a little PSE 14 Depth of Field, some Lightroom and a touch of Viveza....only a quick go I'm afraid but perhaps she is a little 'clearer' re focal point. Enjoyed having a go and impressed with the MacPhun Noiseless !
Made adjustments in Raw, then via PS, noise control, and sharpening.
Looks like it could have used a Shadow adj.
May add some further adj. later.

There is not much that can be done with this photo. The focus is so far off nothing can help, the exposure is way off and cannot be fixed without more damage to the rest of the scene.
Assuming you had a modern digital camera, you could have corrected the photo when it was captured.
Camera
1. Camera center spot focus.
2. Camera metering center spot.
3. Camera popup flash up.
4. Camera Exposure Compensation -2Ev.
Photographer
1. Move camera center spot to bright outdoor scene. Press Back Button Exposure Lock.
2. Move camera center spot over girl. Half depress shutter button to lock focus.
3. Move camera to properly compose scene.
4. Complete shutter depression. Capture picture.
Result: The bright background is under exposed by -2 stops, the girl is properly exposed by the flash and ETTL exposure control. The folks at the table behind the girl may be exposed close to correctly, but can be fixed in PP with fill flash.

I think there are too many issues with the main subject and there is no good photo to be brought out. This is the best I could come up with.

Ill have a go at most things in PP but your request for a striking result out of this is beyond the realms of possibility. We all make mistakes and take stinkers learn to dump em its easier. Contrary to popular belief Photoshop and any editing program needs fairly good work in to turn stunning work out.
