CORRECTION; Please Recommend LEAST-Costly 4K Vid Camera

Please Recommend the LEAST-costly 4K-equipped Camera a/o Smartphone that renders a Hi-IQ 8MP pic, although in future, I'd prefer an 8K video camera capability with 16MP pic, Since that would give me more PIXELS with which to Crop. (I would use ANY 'camera' in conjunction with a 'My Passport' Type Device for Storage and a Pwr-Source for Storage)

Points to be considered.
• I use 'F/G' with my IPod-Touch (5th-Gen) with ALMOST 'pinpoint-frame-Grab' accuracy.
• I also use an App (i.e. VideoPic) which allows me to move (and subsequently Grab) one frame at a time.
SUB-QUESTION:
Will I be able to have the same 'pinpoint-capabilities' when using the Camera a/o Smartphone that you suggest as the Currently 'LEAST-Expensive'?

Over a year ago I had the same question. I bought a Panasonic LX100 and a Samsung Galaxy S5.

They are both now cheaper than they were. If you look at my link to Panasonic's choices you might find the new ZS60 the cheapest, but it uses a pretty small sensor.

"Cheapest" would be the GoPro 4K or Sony X100V at $400 each. "Best bargain" would be different.

the very well regarded sony FDRAX33 got a huge drop from 999 USD to 700 or so USD.
Because the new FDRAX53 is around the corner.

Many inexpensive 4K video cameras available. Some the most recent units out of China give equivalent quality to GoPro and list for anywhere from $60-80.
