The coloring is like a Pied Grebe... but non of the identifiers show a white chest.... I tried, sorry cant help...

look's like a nonbreeding adult Horned Grebe ?
It's a loon in winter plumage. Most likely a Common.

The bill is much too large to be a grebe.

I agree. The white spot in front of the eye is identifying characteristic.
Look at the bill in dwnld and then zoom in. The head is turned towards us a bit so the bill is foreshortened. And much, much too thick for a grebe.

Winter plumage common loon. Body is much too large in relation to head for any grebe. Bill appears short because of angle.
Likely a loon, but common or Pacific would need more scrutiny.
