Post processing: how to make a sharp photo "blurry"?

I would think that in Photoshop Elements there must be a way to blur a photo, to make it look way out of focus. Background: on TV when they post a clip from a cell phone they fill the rest of the screen, beside the clip, with a blurry rendition of the photo. I want to print a photo page with sharp photos on top of an out of focus print of something I have that is in focus and sharp now. Can anyone help me?

Later versions have a "guided edit" feature that will help you do that.

What version do you have?

Is that a Lancair in your picture?

Thank you "dirtpusher" that solved the problem.

Also to "bspraque" the answer this is a Cirrus, SR-22 I took delivery new in 2001

Great airplane. It was a long time ago and a long story, but Alan and Dale Klapmeier were personal friends.

Funny, but last night I dreamt that I was buying a plane that looked similar to that. I asked about maintenance, and the salesman told me the engine took 500 gal of oil. I figured that would be an expensive oil change. Then I realized that I would have to learn how to fly. As I said, it was only a dream. :D

The cheapo and klugy way would be to get Paint Shop Pro and use the Adjust -> Soften tool.

In PSE 12 and 13 its called the Orton effect...under guided and scroll down to special effects

PSP has a function called: Depth of Field on the Adjust menu. You choose an area in the image to remain in sharp focus using a rectangular or circular selector, then select feathering amount and blur amount. It blurs all around the edges and keeps the selected center in focus (or you can invert the effect). -- Kind of a tilt-shift effect -- like the effects in the Late Show With Stephen Colbert opening credits.

Then shall we call it the "Colbert Effect" like we call panning still photos to give the impression of motion the "Burns Effect?"

It is easy to do that in Elements, were you have the use of Layers!

I use a 20-year old program that will do that, Microsoft Picture It. I bought it for W3 and still use it with W7. It's not a super program like today's of course but still works very well for that kind of editing. I don't think it's available any longer but you might check.
