The police chief came right out and stated it. Also said the shooter acted because US laws don't enforce the laws or coincide with the laws of Islam.
He didn't mince words at all.

He speaks with assurance and exudes confidence. The Mayor seemed only concerned that Islam wasn't blamed in any way.
