Joyfullee, good ideas :D
I like the no voting until all pictures are in, the five votes per person and no votes being shown. Great. But why shouldnt the one recieving most votes in this voting win? Why have a second vote of the five best?

Just because I found it extremely difficult to choose just ONE out of all the entries! :D

If you go carefully through all the entries, there are many "winners." Sometimes, for different reasons. This way, between everyone getting the opportunity to vote for their favorite five, (each for maybe different reasons) it will result in a fair and more balanced approach to narrowing down all the entries to a manageable number in which to choose an absolute favorite.

I would also like to make clear that according to the plan that I have laid out that at no time during the entire contest are the authors of the photos or the votes to be made known to the voters. When the winning photo has been chosen, of course the winner and the remaining authors who made it into the top five should be made known to all.

The authors of all photos posted for the contest and the votes could be revealed after the winner is announced, if others would like to know that information.

I agree. I think Joyfullee's suggestions would solve most of the contest problems.

Additionally, I have an issue with the small size of the thumbnail images. They are really too small to properly indicate which images are worth a closer look. This leaves you with the tedious task of opening every image to give it a fair look. When you have 150 images or more, it's all too much.

I would much rather just scroll vertically through somewhat larger versions, opening the more interesting ones in a new window for a closer look.

Of all the things suggested, this one I really dislike. One thing I would like is for the OP to allow pictures submitted by a certain date. No voting until all pictures are in then allow 3 votes. That seems to be my personal situation. I usually can't pick my favorite between about 3 or them. Most wins. Plus, this isn't for cash so if there is a tie, so what. That just means there are two really terrific shots.

I like the idea of not allowing voting until all photos are submitted. When the voting starts at submission the early photos tend to get the vote. As for how the voting is split it really makes no difference to me.

I don't have the math reference off hand, but I remember reading that a better way to have an election was to give each voter a certain number of votes, say 10, and let them use them however they wanted. One picture could get all 10, two almost equal favorites could get a 6 and a 4, or 10 pictures could get one each.

This seems to make the most sense. Raw score gets you to the finals. Once the top five have been selected for the run off the 1-5 makes mathematical sense as long as each person has to rank all five photos. i.e. photo 1 gets 4; photo 2 gets 3; photo 3 gets 5; photo 4 gets 2; and photo 5 gets 1. Every person voting in the finals use all their votes so mathematically the average score works. Each voter can assign a 1, 2, 3, 4, or 5 to a photo. Once a number is used it can not be used again. For a voters score to count they must assign one number to each of the five finalist photo's.
