It's at 8900 feet above sea level, which may help explain it. It must not contain that much water because they are going to drain it for dam repair, and it will be refilled in 2016.

Coldest temp ever recorded in the lower 48 was -71 near Rogers Pass, Montana in 1954. -51 has a long what to go yet, the temps shown in that story are ONLY Colorado records at that one location.

Yes near Lolo Pass saw the historical marker for it toooo damn cold for me -71, -51 or -40 as I saw in North Dakota.

I mis-typed, it was only -70! (Heat wave!)
And it was Rogers Pass, between Great Falls and Missoula, MT. Lolo Pass is on the Montana/Idaho state line between Missoula, MT and Coeur de Alene, ID.
Thing is, once it hits about -20, anything colder doesn't seem much different! ;-)

Global warming of 1 degree, heat wave. The sign I saw was on Highway 12 Lolo Mt to Lewiston and Walla Walla.

Different sign. In this part of the country there is no shortage of historical markers like that.
