SCAM ALERT!!!
There is a new scam going around, I know it affects OS X, probably iOS and definitely Safari. I opened an article on FaceBook and it opened this scam which says Safari has been corrupted by a third party app and to call this number: 866-537-7060 for a fix. I didn't call and you should not either. You can't close the window or switch tabs so you are effectively locked out of Safari, you can't even quit. When you reopen Safari in the latest three versions of OS X it automatically reopens all tabs which were open when you quit so you are back in the same loop.
Using Activity Monitor to quit the thread doesn't work.
To get around it you need to force quit Safari, command-option-escape. Then restart safari while holding the shift key down. This opens Safari without the windows and tabs which were open when you quit. You will lose anything you were working on but it's better than not being able to work.
I'll post more if I find a different fix or a way to avoid it in the first place. Ad blocking might work.

It can be, but relatively easy to fix. That is, if one knows where to look for the offending file.

One could use the command window, then:
ps -ef
look for Safari <-- case sensitive so make sure of how it is listed.
Look for the process ID number (PID) associated with Safari
kill -9 <PID>
<--no <>That should do it.

Makes me wonder if Activity Monitor uses "kill PID" or "kill -9 PID" Anyone know?

Just a WAG, since the OP mentioned trying to use the Activity Monitor and it didn't work, I'd think it just uses the kill and not kill -9.

My guess too. I'm trying to find documentation on it though.
My Mac always asks if I want to reopen all the tabs.

Used to always use hierarchical mode to view processes but they moved that option to under the view menu and I wasn't using it (fixed that now) so I probably only killed the child process letting the parent reinitiate the child.
Opening all windows from last session is the default option in el Capitan, it can be changed in the preferences if you can get to the preferences which I couldn't.
