I have been using Faststone image viewer for some years as a very easy to use viewer. It will do all sorts of things including a very simple quick re-sizer - you can re-size an image to the size you see it on the screen with just one click. I use it all the time for re-sizing photos I am going to email. It is free for home users and you can find out about it here:
