Yes but you must keep a good stash of Pepto Bismol around as they don't agree with his sensitive digestive system. Not to mention a liberal gives him terrible gas.

But to me, this expression is not dangerous. He just has his lip caught on a tooth. Common in this breed. For a genuine growl, both sides of the mouth should show teeth. If his jaw is paralyzed so he can't do that, then he is so old I wouldn't worry either.
