Birdpix is right, I don't think you can salvage this shot. It needs to be retaken with different settings. Maybe it can be improved further, but using luminosity masks and some adjustments in Lab color to increase saturation, this was as much as I could squeeze out of it with a moderate amount of effort. Improving the overall balance revealed more of the noise, but that's the trade-off to bring some life to it.
