This could have placed. My opinion is there's too much grass in the foreground. A crop with none of the 'near' grass leaving just a narrow strip of the green (light colored) meadow below the tower should better connect the sky with the tower.
I think this is an example of a well done photo that probably won't win much in contests.
If I were to adjust it any, it might be a slight crop from top and bottom, and maybe a little more saturation or vibrance in the colors of the sky. But not much in color adjustments because it is easy to end up obviously overdone.
Even with those adjustments it probably would always be an also ran because contests seem to look for something that is a wow in terms of something that grabs you more personally. It has to quickly tug at a person's emotions in some way. Milky way shots are a more subtle wow, in how massive the object is and the wonder of it all. It requires reflection to get to it's wow factor. Also Milky way shots are sort of common.
All that said, I wish my shots like this were near this good.

I like the composition of this shot a lot. I wish it were taken maybe a few minutes earlier (or later if this is a sunset) so that the sky would not be so bright on the right and there might be more orange color on the horizon.
The Devil in this type of photography is contamination from city lights and I'm guessing that's what's happened here. You can't move the city or the landmark, so the only option is to improve it with pp if possible. I would think the light area could be darkened but the orange glow may prove problematical. It's a nice composition and all I would do is halve the height of the foreground long grass, then see if the colours could be made a little more punchy - but don't overdo it!

I would have like for you to have moved closer to the devils tower so that it would have been more prominent in the frame. I don't know how easy that would be or if its even possible. I like the elements that you have included and agree with the others that it is a nice composition.
