Dragon fly ID?

I was waiting for a furniture delivery for my daughter and at the end of the road was a mud puddle. This dragon fly was practically at my feet. I've never seen one like it.

THX ebbote. I had my camera with me and my 100-400 lens because my daughter told me they had a bald eagle on the property when they were building the house. It's on 9 acres in the forrest. I had to wait hours for this delivery so I thought I'd be ready just in case. Then this guy flew in and landed so close I couldn't get a clear focus on it. Never did see the bald eagle or any other bird that day for that matter. :cry:

Thank you Linda. The white spots truly glowed even in the daylight. At first it looked like it had little LED lights on the wings. amazing creatures.
