I'm willing to bet that the drug use in Congress far outnumbers the drug use of people on welfare.

This leaves those who the program was meant for with shorter lines and more help, and maybe some gang bangers too tired to go out and shoot someone after a days work

Maine has a work requirement for public assistance so it's hard to say which deterrent, working or staying "clean", has had more effect in their sudden drop in the welfare rolls.

It's about time to change rules so that a test that shows you have used drugs in the past month doesn't keep you from getting a job or cause you to lose a job. If a person uses drugs so that it impairs there ability to do a job, I absolutely agree that they shouldn't have the job but if I smoke a joint after work that shouldn't be anybody's business.

I agree with you in substance but I don't think there's a test that will tell you when the drug was used, only that it's still detectable.
Perhaps we need a new test?
When someone in Congress decided "look important" and stick their nose into aviation a couple of decades ago to solve the perceived "problem" of drug using aircraft mechanics because someone with absolutely no idea of what they were talking about "thought" there was a problem (NOT), the DOT mandated random testing for ALL mechanics in "safety sensitive positions" - those people who actually "touch" aircraft and components thereof...
Can you guess what the initial results the first year were? LESS THAN 1/10th of 1%.
And a VERY invasive, VERY costly industry was born... But the cost is actually borne by y'all everytime you buy a ticket.

A hair test (think Antarctic ice cores or tree rings as an analogy) will give you a timeline but those are prohibitively expensive.
