Since the Canon 7Dii has come out people are discounting the older model. And the Canon 7D is a great camera. You would have enough left over for a decent lens if you shop the internet well.
You could buy My Canon Sl1 with all software and battery and charger along with canon 55-250mm Is II lens $410 plus shipping 1 year old

Let your husband know that after you buy the camera, you will need more money to buy a suitable lens.
