There are dozens of cities in China where after a small deposit ($45) and getting a card, people can rent a public funded bicycle. The rental is free for up to one hour.
In the city I live in, there are a few dozen bike rental stations scattered throughout the city. Located at many popular locations like parks, shopping areas and public transportation hubs the bikes have saved me a lot in taxi fees.
In Hangzhou and large city of 9 million people one hour east of Shanghai, there are over 200,000 rental bikes.
