Can Anyone Help Me Remove This?

Took this shot the other day of one of the trucks I had ordered for the company I retired from. Dull, dreary day with considerable moisture in the air, which is why I think the flare around the strobe light occurred. I would like to remove the flare, or at least tone it down before I send it to the company, but I'm not sure how to. I use PS Elements 13. Could be worse. Both strobes could have fired at the same time!
Canon 6D with an EF70-200 f/2.8 L II.

Not sure how good you do with Photoshop, but I would duplicate the layer, then eliminate the strobe with either the cloning or healing brush, covering it with the trees behind. Then you could copy the other light and paste it in place. You would need to touch up around it, possibly with the history brush to blend it all in.

Lasso the part of the image you want to work on, then use the clone tool to replace the section you want to replace. Lassoing the part you want to work on allows you to not affect the truck. Hope this helps. If you want to avoid the "glow" on the light, just replace with a duplicate of the non-glowing light.

I use PSE 13 also. I went to the expert mode and used the clone stamp tool, just a quicky job. I'm sure you could do much better with a little time.

I took the healing brush and cloned over strobe with the background and copied the other strobe over.

Using PS Elements 13, I cloned the other light over the 'flared' one, and some of the trees too.

Nice improvements by hdg, tradio, and perrylawrence. I tried to have a little more accurate detail in the cloning process and, I removed a little more of the bright yellow color cast on the good light, the foliage, the antenna, and the top of the truck with masked and feathered hue/sat adjustments.
