Sure. There are several PS ways to do this. I usually just dup the final layer, add a layer mask to reveal the eyes, mouth, hair and other sparkly things, then put some blur and reduce the opacity to about 50% and merge the two images. Very easy as the mask doesn't need to be too accurate.
