How awesome!!!! I have seen these little fellows and I have wondered what they really are. They so do look like a piece of lint floating through the air. If you touch them the fuzz will come away and you are left with a tiny little gnat like critter, and I think after they lose their fluff they can't fly, or float as the case may be.
I know how tiny these are and you did a great job of catching one being still. If you ever find out what they are really called, I'd like to know the cottonball's name :) :) :)
Probably one of the hundreds of species of mealybugs (Family Pseudococcidae), which destroys many kinds of plants.

What is your illumination source? Your Exif info says "Auto" flash. Are you using camera pop-up, or a separate speedlight? I ask because your have over-exposed your subject by about 2-stops. You should be using a speedlight on Manual, so you can control your illumination. Most of use select ISO 200, 1/200-sec at f/16, and adjust speedlight output as needed.
