I'm visiting Austin and San Antonio, TX next week and would like to know if the exterior of the missions can be photographed during non-business hours (before 9AM and after 5PM). I would like to take sunrise and/or sunset pics.

Pretty sure the Alamo can be, not sure of the other missions.
Be prepared not to see the Alamo in a wide open field... Tall building all around it now... You might need a bit of a wide angle lens....

I should have said that it been many years since I've been there, but highly doubtful its changed...
Cencepcion can be, but the other three are behind gates as they are both a part of the NPS and still active parishes. The Alamo is no longer a mission, though it was originally, and you can photograph from the front plaza.
If you arrive before they open walk the perimeter you might find something very nice. I did that at San Jose and got some really interesting shots before sunrise.
While in San Antonio you may also want to visit the aquaduct too.

As Donrent said, prepared for a bit of a shock when you first get to the Alamo. It is almost in the middle of down-town San Antonio. Last time I went there were plenty of signs along freeways to direct you. But the John Wayne movie was definately NOT shot at the original site.
I'll never forget the feelings I have when I laid eyes on the Alamo that first time... The Alamo is under the control ( or was) of the DAR and at the time my Aunt was the President of the organization there and when she saw the total dissapointment on my face viewing it, she didn't appreciate it... ( she was never my favorites of the Aunts)... I was so taken aback of the lack of non-space around it ... Being a bred and born Texan I was really dissapointed, although as far as I could tell, they really did have the exterior and interior as orginal as possible...

I just recently photographed the missions. They are great! There was a lot of construction and restoratation going on which prevented my getting a lot of what I wanted. Lots of yellow tape. If at all possible, try for an overcast day. There is just too much contrast for a camera to handle on sunny days. (limits your ability to compose as wanted)
About 5 missions are located along the river for easy access and just a few miles apart. Forget the Alamo, way too commercial and in the center of town. Free maps are available and access from i35 near downtown is easy.
There are some shots from my trip about 2/3 of the way into this album. I was VERY limited because of the hard light.

While you're there, count the number of Yankees that died for Texas independence at the Alamo!!! Quite a few.
