Your settings are fighting each other. Change your Exposure Bias to zero. In full sunlight, start with 1/ISO at f/16, and change your exposure based on histogram of initial exposures.

Thank you very much for the info and taking the time to comment, I am working with it, I am taking these hand held and f/16 would not work for me unless I use my tripod, here is one that is at f/9. It looks better but to me but still needs work.

You did good, but why do still have Exposure Bias dialed into camera when your settings are all manual?
