At first it was up for me then reading the down voters reasons I would like to change my vote to down.
Well I just looked at it again and what's it is coming down from, looks like a sidewalk.

There is a correct answer because the cat was walking either up or down, but the poster/photographer did not publish an answer. I'm satisfied that the cat is going down.

Down! There would be a lot of accidents if stairs were built with the risers coming up past the steps.

That question is totally dependent on how many of my Joe-Bailey's I'v consumed and if I am going to try and navigate those same steps.

Down. For a few reasons; construction considerations. Also it looks like the walls and shadows were either Photoshopped or Airbrushed. And with the fuzziness, none of it really looks natural.
