John Lott is an advocate of weaker gun control laws and has a history of manipulating statistics to bolster his point of view.
Remember, this is also the guy that said that 99% of the people failing background checks are good citizens.
Given the choice between believing John Lott and believing the FBI, I'll take the latter.
