OK, what am I doing wrong...?

Just another suggestion that I don't think anybody's mentioned - does your camera have an internal ND setting? This probably doesn't have anything to do with an actual filter - it probably involves attenuating the output from the sensor somehow. But I suspect that it still won't be enough to give the effect you're after.

We experience the same effect. While everyone has an opinion and some express theirs more cordially than others. We found that when using wide angle lens the effect seem to manifest itself! 50mm and up, not a problem.

Our filters were made with optical glass.

This was my best result using much the same process. Homemade variable nd filter (flip one polarizer and stacked 2 polarizers) with a 4 ND filter. Shot at 8 sec f27 100 ISO.
Myself, I'm buying a ND10 filter before I try this again.

I'd leave the ISO alone...........either increase your shutter speed or open up your aperture. I've had my shutter speed at 30" at times. I am assuming there is a tripod;-)
