Whenever I open a photo magazine I see a bunch of initials. As a writer I was taught to first use words then the acronym or initials. Case in point: What is IS? Image stabilization, maybe?

That is it, Image Stabilization. Nikon uses VR~~Vibration Reduction. Another (Sigma I think) is OS Optical Stabilization. I'm sure there are others.
I agree that all to often acronyms are used to decrease the number of key strokes required for an explanation. It must
be especially frustrating for those who are new to photography.
Then too, there are those who prefer to speak in letters instead of words.

Yes it usually refers to that. On a specific forum, such as photography, many of the people are familiar with the letters already. I am usually baffled my the letters when they are from something that is normally used on Facebook or texting because I am not a big user of that format and language.
The other place that acronyms are always thrown about is in government meetings. Every dept, job, or title is one.

It annoys me too, especially when I see it in the local newspaper; I guess headline writing has become a lost art. This is just one more piece of evidence that the teaching of English, proper usage, and composition have "gone to ____ in a hand-basket"; the new "texting" fad hasn't helped either, but it isn't a new phenomenon. Industry has for years been complaining that new hires couldn't compose decent letters, reports or even resumes.

I was taught that if one was going to use acronyms in one's writing, it is important to spell out whatever the acronym refers to at the time of its first use. From there on, the acronym's use alone was fine.
Ex: the Department of Defense (DOD) has announced a new project aimed at lowering the risk of attacks by vicious space aliens. This is the third DOD announcement this week. ...
Or: Canon has added a new feature, secure chromatic analyzing memory to its latest line of camera bodies. Bodies incorporating SCAM modules will reportedly sell for beau coup bucks.
If more authors would follow this approach, even the most novice reader would have a chance at understanding.

You, Bill & I obviously went to schools where and when the teachers knew the Rules of Composition. Too many of the teachers of today are second generation beyond our teachers and were never taught The Rules so they can't teach them, or they have fallen into the Text message mode and don't pay any attention to them...In a couple more generations the written word will be unreadable, but we'll be long past caring. :cry:

Well, as someone who taught for thirty-four years, and who taught in a university teacher preparation program near the end of my career, I can reassure you that there are many enthusiastic, dedicated, and very talented young teachers coming up through the ranks. There is hope!
An acronym should be a pronounceable word. Such combinations of characters as GPS are initializations not acronyms.
