Canon PowerShots seem to be the best in that range. If small is his primary concern, the PowerShot Elph line.

Otherwise, if he has an iPhone or Microsoft/Nokia Lumia (higher end models), he may already have a better camera than many point and shoots in this price range.

I just noticed B&H is selling the PowerShot S110 (new) for $179. That's the one to recommend! I may order one for myself at that price...

For beginner P&S cameras, the Canon Powershot S-100, S-110, and S-120 are terrific little pocket cameras at a reasonable price. You did make the price limitation under $200 so there's plenty of choices but there are few reviewers who have anything bad to say about this line of cameras. No inexpensive P&S will give no shutter lag or delay for autofocus to complete it's task before shooting the photo, but then again fast focus, fast auto metering, Ziess lens and high analog zoom capabilities are features that come with a price tag beyond this budget.

I highly recommend the Nikon Coolpix line. Very good camera, nice price, excellent picture quality. I carry one in my bag with my D3100,

I am partial to Fuji and Panasonic. Good optics and durable sensors. I have had several Canon and Sony P&S cameras, and all of them had sensor failures. I have an older Finepix F600EXR that I bought 5 years ago that is still going strong, no issues at all. And the jpeg processing engine does some magic, allowing you to significantly overexpose highlights and still have tons of recoverable detail in the highlights. I am pretty sure they use pixel binning, as well as other proprietary processes to give some pretty good image quality. It's been replaced by the 900, with a longer lens (20x). Not sure it is among the best in class anymore, but the Panasonic TZ40/ZS30 look pretty good by comparison.

He said he wanted a camera that "takes good pictures".
He don't know much about cameras at all..

Can you find the thread you wrote on 12 and 14 bit monitors and send it to ABJanes? I can't seem to find your explanation and it was a lot clearer than mine.
She's going to use a 13" MBP and then connect a good monitor to the Thunderbolt port for photo work. I know the Dell 2310 and the ASUS PA-248Q will only do 8 or10 bit color gamut, but the new version PA249Q and it's Dell comparable model can do better.

That is a good price. I just might recommend that one.
