Why PSE 13 instead of 14? Is there some advantage with 13 or some disadvantage with 14?

Does anybody use both? Would it be necessary to buy PSE 13 if I have PS CS6?
I am finding PS CS6 kind a complicated.
Any advice would be helpful and possibly save me some money!!

If you already have CS6 stick with it and just learn what you are going to use as a photographer. Once you know what you are going to use, it is fast and the results are great although, obviously, Elements will do most of the same. Make a choice and learn it. Apart from CS6, I also have an earlier Elements program but never use it.

Because the original post was a year and a half ago, and I don't think PSE 14 was out yet :D

Thanks for clearing up my confusion. Guess I'll have to pay more attention to those small print posting dates.

Patience. Take the time to learn it, one step at a time. There is little you can't do in PS that you might want to do to an image, and because it does 16 bit processing on nearly all it's operations, you will likely have a better looking image at the end of the process. Trust me, it's worth learning. You don't have to know all of it - but what will help you make better pictures is pretty straightforward. I would suggest joining a photo club with an emphasis on mentoring - there are many clubs that offer this. Learning in a relaxed atmosphere at your pace is a great way to learn PS.
