If you were advising me on which of these two images to submit to a contest which would you pick: one or the other, neither, or either?

The image on the left looks sharper...The lettering seems to show up better.....not much of interest her but, the Left one for me.

I like the sharpness on the left. Assuming that the contest is for the restaurant, I would submit the one on the left, since the effect on the leaves on the one on the right is distracting.

The right image has been processed using a paintbrush technique, in what software I have no idea. This makes the one on the left appear sharper.
Personally I can think of no contest that I would submit such subject matter to, unless it was a contest by that restaurant for a selfie of it.

Maybe an obese couple entering the restaurant with a thin emaciated homeless man standing near the entrance with his hat extended might add some interest to the shot.

Oh? Why not Paintshop Pro, or Serif Paint? Either of those, as well as many other programs could have done the job. Photoshop isn't the only program capable of doing the effect and that was why I stated I did not know what program was used. But it was clearly obvious that was the technique used regardless of the software.
