To back this up, this is a quote from Topaz:

Yes, our plugins are compatible with PSE 13. If you cannot find the plugins in your Filter menu, please see here for instructions on how to add them in:

Please click on Photoshop Elements in the top left corner and select "Preferences".
Check/enable the Additional Plug-ins Folder option then click Choose.
After that, please navigate to: C: \ Program Files and select the Topaz Labs folder.
Then click Choose (or it may say Save/OK) to save this back to Photoshop.
Click OK to save your changes, then restart Photoshop. Once Photoshop opens, go to your Filter menu and you should be able to access Topaz."
In other words, Topaz is saying that if you buy the newest version 13 of Photoshop Elements as a step up from an older version, the Topaz Installation program WILL NOT put anything in the Filters menu. You have to do it by hand.
Then, if you also bought the new Topaz Impressions, it installs independently and you must find it and copy it to where the rest of the the Plug-Ins are installed.
