I have a picture of a very similar elk (3rd photo) that I took last year along the river on Rt. 555 north of Benezett.

Benezette is a tiny town surrounded by forest. Yes the Elk are free to wonder around. At times the Elk cause traffic jams as people stop their cars and lean out the window to take photos of the Elks eating grass on the side of the roads. Other times the elk are far away and you need a very long lens to capture them.
